Lock Haven City

Incorporated as a City of the Third Class in 1870, Lock Haven is the county seat of Clinton County located in north central Pennsylvania. The City lies between the banks of the West Branch of the Susquehanna River and the Bald Eagle Creek.

The City of Lock Haven is the largest municipality in Clinton County, encompassing 2.3 square miles with a population of 9,149 (2000 census). Click HERE for a City Map.

The City has a Council-Manager form of government. City Council consists of 6 Council members and a Mayor, each serving a 4 year term. Council meetings are held the 1st and 3rd Monday of each month to conduct business and set policy in the first floor Council Chambers, City Hall, 20 East Church Street, Lock Haven, PA 17745.

City Services

CURBSIDE RECYCLING PROGRAM: The City of Lock Haven’s residential curbside recycling program makes collections every two weeks. Material consisting of glass, aluminum, steel & bimetal cans, newspapers , magazines, plastic bottles, and corrugated cardboard are recycled.

ANNUAL LEAF COLLECTION: The city public works crews collected leaves during the months of October and November.

STREET SWEEPER PROGRAM: The City Street Sweeper Program runs from April 1st to November 1st. Downtown streets are swept two times each week. Residential areas are swept weekly.

SPRING CLEAN-UP: The City annually picks up yard waste material generated by City residents cleaning up their yards in preparation for Spring.
