Code EnforcementContact: David Romig, Code Officer Phone: (570) 893-5622 E-mail Address: dromig@kcnet.org The Code Enforcement Office has daily hours of operation of 8:00 AM to 5:00 PM and is located in the first floor rear of City Hall. The City of Lock Haven is currently governed by the 2006 International Code series. Information pertaining to the 2006 International Code Series can be accessed at www.iccsafe.org . All construction inspections within the City are performed by the Code Enforcement Office, with the exception of electrical inspections. Electrical inspections are required and can be completed by any certified third party electrical inspector currently approved by the City of Lock Haven. It is the responsibility of the permit holder to contact the Code Office and schedule any necessary inspections during the course of construction and/or renovation. Please allow up to 48 hours for the scheduling of all inspections. When applying for a building permit, please be advised that the following information will be required:     1. Proof of Liability and Workmans Compensation Insurance of the contractor.     2. Construction documents (i.e. all construction details and written specifications of the work to     be performed).     3. A site plan indicating the location of new construction and its relationship to all affected     property lines. The absence of any of these three items will render the application for the building permit incomplete and it will not be processed until all necessary information has been submitted. The City of Lock Haven has also adopted a Residential Rental Inspection program, that requires that all residential units that are other than owner occupied, must be inspected by a certified third party inspector for compliance with the 2003 International Property Maintenance Code, as amended by the City of Lock Haven. The City maintains a list of certified Third Party Property Maintenance Inspectors that are qualified to perform these inspections. It is the responsibility of the individual property owner to contact the inspector and schedule the inspection. After the inspection is completed, it is also the responsibility of the property owner to provide the Code Enforcement Office with a copy of the approved inspection form. Failure to do so could result in legal action and potential fines of up to $1,000.00. Inspections that are completed within the designated year for inspection, are good for five years. The City consists of five wards and the inspections are required based on location of the structure. The individual wards of the City are also represented on the Zoning Map. The following represents the schedule for the years 2006 through 2010:
  2006 - Fifth Ward properties 2007 - First Ward properties 2008 - Second Ward properties 2009 - Third Ward properties 2010 - Fourth Ward properties Along with the Residential Rental Inspection program, the City also requires that each residential rental structure be registered with the Code Enforcement office. Rental Registration forms are required to be updated every five years, with the exception of change of ownership. Any time a residential rental unit changes ownership or use, a new registration form will be required.
