DEPARTMENT INFORMATION

Incorporated as a City of the Third Class in 1870, Lock Haven is the county seat of Clinton County, located in the north central Pennsylvania. The City lies between the banks of the west branch of the Susquehanna river and the Bald Eagle Creek. The City of Lock Haven is the largest municipality in Clinton County, encompassing 2.3 square miles, 3,565 housing units, and a population of 9,149 (2000 census). The City has a Council-Manager form of government consisting of six Council members and a mayor, each serving a four year term. They meet the first and third Monday of each month to conduct business and set policy. City Council engages a City Manager as the chief executive officer who oversees the day-to-day operation of Lock Haven.
